Where the memory goes

The server itself
About 1 GB: the game, and the world around spawn it keeps loaded.
Players
About 1 GB for every 5 players on at once, exploring a normal world.
Plugins
Light: about 1 GB for every 20, on Paper.
Mods
1 GB for the mod loader, then about 1 GB for every 40 mods. A big 300-mod pack needs about 10 GB before anyone joins.

The memory you pick is all the game’s. Java needs room of its own besides, and every server gets that on top of its plan, so a 4 GB plan is 4 GB for Minecraft. Mods’ own code takes a little more, about 5 MB a mod, from the plan; the server’s page shows what its mods need against its plan and says when it’s getting tight.

These are starting points, not promises: big builds, farms and far view distances use more. You can move up or down a size any time from the server’s Plan page, and its world comes with it.

The player count is also the limit a server starts with; owners can raise it to twice that in its settings. A 300-mod pack with 10 players fits Gold.
